Gender analysis of social policy and equal opportunities programs in the municipality of Vevchani

About the project:
With this project, we will contribute to solving the problem of not recognizing the importance of including a gender perspective in municipal policies and programs in order to achieve gender equality. This will be achieved by conducting a gender analysis and assessment of the social protection program and the equal opportunities program, determining gender indicators on the basis of which we will monitor the implementation of the programs for 2022, and preparing gender budget initiatives that we will present to the Equal Opportunities Commission and the municipal council. Based on the gender budget analyses, we will propose changes to the programs in accordance with the identified challenges for women and men as end users of the programs and achieving gender equality.
Through activities and initiatives, we will also work to strengthen the capacities of the new Equal Opportunities Commission, which has a 4-year mandate and many obligations arising from both the Law on Equal Opportunities and the Gender Equality Strategy.

Main objectives:
The purpose of the analysis of the programs and budgets of the local government units from a gender perspective is to investigate the extent to which selected local programs and budgets take into account gender issues, i.e. the needs of women and men. The purpose will be achieved by developing a quantitative and qualitative gender budget analysis of a selected program of the municipality, which will enable the determination of the situation in terms of gender equality in the area and the formulation of recommendations for increasing its gender responsibility. Such recommendations are intended to contribute to the realization of strategic commitments in the area of gender equality and equal opportunities and the integration of the gender perspective into the mainstream at the local level.
Activities:
A1. Gender budget analysis of the Social Protection Program
Expected result:
Preparation of a draft gender budget analysis in which gender gaps will be detected and recommendations will be formulated for improving social protection services that will contribute in the long term to gender equality and equal opportunities for women and men at the local level, and will also influence the improvement of the level of inclusion of the gender perspective in the planning and budgeting of selected programs.

A2. Gender budget analysis of the Equal Opportunities Programme 2022
Expected result:
Preparation of a gender budget analysis of the given program as a basis for preparing a gender budget initiative

A3. Field research
Expected result:
Within the framework of the field research, meetings/interviews will be organized with the target groups and beneficiaries foreseen in both programs. A minimum of 10 meetings will be held in the municipality, as well as interviews with 50 citizens who will be identified during the meetings/visits to the municipality.

A4. Preparation of gender budget initiatives
Expected result:
Inclusion of the gender perspective in the process of creating local programs and dispelling the myth that additional funds are needed for this. With this activity we will show that with small changes in the perspective and the way in which priorities are identified, long-term and sustainable results can be achieved.

A5. Advocacy for change
Expected result:
Adoption of proposed initiatives, i.e. at least one measure in each program

A6. Implementation monitoring
Expected result:
A monitoring plan has been prepared and will be proposed to those responsible for the implementation of the programs.
